Less Than One Percent of RON95 Users Consume More Than 200 Litres Monthly – Amir Hamzah

KUALA LUMPUR: Data consistently shows that less than one percent of the 14 million users in the BUDI MADANI RON95 (BUDI95) system use more than the quota of 200 litres per month.

Finance Minister II, Datuk Seri Amir Hamzah Azizan, said the data released is transparent as it is assessed from daily monitoring through the use of users’ identification card numbers.

“Anyone who wants to use BUDI95 must key in their identification card into the (BUDI95) system. Every day there are three million transactions. We examine this in the database we have. So we can see, analyse and confirm.

“Since (it was implemented starting) October 2025 until last month, we have seen (the implementation of) BUDI95 running smoothly nationwide,” he said in response to a supplementary question from Datuk Awang Hashim (PN-Pendang) during the minister’s question time in the Dewan Rakyat today.

Responding to a question from Datuk Seri Hasni Mohammad (BN-Simpang Renggam), Amir Hamzah said, referring to diesel usage data issued by the Department of Statistics Malaysia (DOSM), more than 80 percent of users recorded usage below 200 litres per month, with the average usage around 140 litres per month.

“However, taking into account that the majority of the people’s diesel vehicles are jeeps and pickups, as they are the main mode of transport for goods for small traders and passenger vehicles in the interior, the government provides an additional eligibility of 100 litres under BUDI MADANI Diesel which can be applied for.

“Based on DOSM data, 95 percent of diesel users use less than 300 litres per month. Thus, the eligibility of 300 litres per month is sufficient for the majority of the people,” he said.

He said the use of MyKad for the channelling of this subsidy has successfully closed the loopholes that wasted not only subsidies from public funds, but also fuel supply which is extremely critical during this crisis.

“I wish to emphasise once again, during this crisis, we want diesel supply to remain in the domestic market. We want the people to continue to enjoy diesel at subsidised prices.

“This reform can close leakages, guarantee supply during times of crisis, and ensure that only Malaysian citizens have the privilege of enjoying the subsidy,” he said.

Last week, the government introduced an additional quota of 100 litres of subsidised diesel to eligible owners of pickup and jeep-type diesel vehicles, through the BUDI MADANI mechanism, in addition to the basic quota of 200 litres per month at RM2.10 per litre.

Amir Hamzah, when detailing the implementation of the new initiative, informed that the policy will take effect on 1 July, and was formulated to meet the needs of eligible Malaysian citizens using diesel vehicles.
