Malaysia Inks RM11 Billion Defense Agreements at LIMA’2025 to Boost Armed Forces Readiness

LANGKAWI, 22 May 2025 – In a significant move to bolster national defense readiness and domestic defense industry capacity, Malaysia’s Ministry of Defence (MINDEF) today formalized a series of strategic agreements at the Langkawi International Maritime and Aerospace Exhibition 2025 (LIMA’2025).

Presided over by the Minister of Defence, YB Dato’ Seri Mohamed Khaled Nordin, the ministry signed contracts and documents that include 40 Letters of Acceptance (LOA), two Letters of Intent (LOI) valued at over RM30 million, and six Memoranda of Understanding (MoU) with strategic partners. The total value of these agreements is estimated at RM11 billion. An additional 45 procurement contracts, each valued between RM10 million and RM30 million, had been previously formalized.

 

One of the key highlights of the event is the ongoing negotiation for the procurement of 136 Armored Type A Vehicles (Kenderaan Jenis A, KJA) from Mildef Technologies Sdn Bhd, a local defense manufacturer. The deal, estimated at RM1.8 billion, includes associated infrastructure and represents a major investment in enhancing the Malaysian Army’s operational capabilities.

The Royal Malaysian Navy (RMN) is also ramping up its focus on fleet readiness. This includes new vessel acquisitions and maintenance through refit and obsolescence programs. Under Industrial Collaboration Programs (ICP), local industry partners are contributing to technical knowledge transfer and joint maintenance training, aimed at improving technical competencies among RMN personnel.

 

The Royal Malaysian Air Force (RMAF) is reinforcing national airspace security through the acquisition of long-range detection systems and sustainable logistics operations. These include systematic procurement of spare parts and alternative strategies such as programs for extending aircraft life and leasing options to ensure cost-effective operational readiness.

In addition to defense capability upgrades, MINDEF reaffirmed its commitment to troop welfare. One major initiative is the construction of a new Armed Forces Hospital (94 HAT) at Kem Terendak, Melaka. The new hospital, replacing a facility in service for over 50 years, will be equipped with state-of-the-art medical technology to meet the healthcare needs of Malaysian Armed Forces (MAF) personnel.

MINDEF is also embracing future technologies by exploring defense asset development involving artificial intelligence (AI), aiming to surpass current market capabilities while nurturing Malaysia’s domestic defense sector.

The signing ceremony was officiated by the Secretary-General of MINDEF, YBhg. Datuk Lokman Hakim Ali, and witnessed by top military leadership, including Chief of Defence Force General Datuk Hj Mohd Nizam bin Hj Jaffar and Deputy Defence Minister YB Adly bin Zahari. Also present were senior commanders from the Army, Navy, and Air Force, alongside ministry officials and representatives from participating defense companies.

LIMA 2025 continues to serve as a key platform for international and regional defense cooperation, showcasing Malaysia’s strategic commitment to maintaining a capable and future-ready armed forces.
