Beijing: Vietnamese State President Luong Cuong held talks with Russian President Vladimir Putin in Beijing on Thursday during his working visit to China and participation in the 80th anniversary commemorations of the world people’s victory over fascism.
This was President Cuong’s first meeting with President Putin since taking office. He reaffirmed that the Vietnamese Party, Government, and people highly value the longstanding support of the former Soviet Union and Russia during Vietnam’s struggles for independence, reunification, and subsequent national development.
The Vietnamese leader extended his gratitude to President Putin and the Russian people for their congratulations and for sending an honor guard to participate in Vietnam’s military parade marking its 80th National Day on September 2. He also outlined Vietnam’s strategic development goals and reiterated that Vietnam attaches great importance to its relations with Russia, supporting its constructive role in both regional and global affairs.
President Cuong welcomed greater Russian investment in Vietnam’s industrial zones and expressed readiness to boost cooperation in pharmaceuticals, information technology, and digital technologies.
For his part, President Putin congratulated Vietnam on its National Day and praised the nation’s remarkable achievements over the past 80 years. He highlighted the significance of 2025, which marks the 75th anniversary of Vietnam–Russia diplomatic relations, and expressed confidence that Vietnam will continue contributing to peace, stability, and development worldwide.
Both leaders agreed to intensify political and diplomatic relations and to implement outcomes of President Putin’s state visit to Vietnam in June 2024 and Party General Secretary To Lam’s visit to Russia in May 2025. They pledged to expand high-level exchanges and contacts.
The two sides underlined their commitment to elevate economic cooperation to match the depth of their political ties. They agreed to implement the Vietnam–Russia cooperation roadmap through 2030, enhance trade, and deepen collaboration in oil, gas, and energy. Support was reaffirmed for joint ventures such as Vietsovpetro and Rusvietpetro, while both sides consented to accelerate negotiations on nuclear power cooperation.
Cooperation will also be expanded in defense and security, marine science, cybersecurity, satellite internet governance, health, education, people-to-people exchanges, transport, and tourism.
Vietnam and Russia further pledged to coordinate closely at international and regional forums, particularly within the United Nations and ASEAN, reinforcing their strategic partnership in a rapidly changing global landscape.
