KUALA LUMPUR: The Immigration Department of Malaysia (JIM) has successfully dismantled two foreign syndicates—known as ‘Zakeer’ and ‘Shaheed’—in separate special operations conducted in the Klang Valley on 10 July 2025.
The first raid took place at 12:05 p.m. at an office premises in Jalan Pudu, Kuala Lumpur. Acting on public information and two weeks of intelligence surveillance, a team from the Intelligence and Special Operations Division, Immigration Headquarters Putrajaya, arrested three Bangladeshi nationals.
One of the suspects, believed to be the mastermind, was apprehended alongside two alleged middlemen. All three men, aged between 40 and 50, were holders of valid Temporary Employment Visit Passes (PLKS) under the construction sector.
During the operation, the authorities seized 130 Bangladeshi passports, three Indonesian passports, and three mobile phones. The syndicate’s modus operandi involved offering illegal PLKS renewal services to foreign nationals in the Klang Valley, charging between RM2,500 and RM6,000 per application. It is believed the syndicate had been operating for about a year.
All suspects were taken to the Immigration Office in Putrajaya for further investigation. One additional Bangladeshi individual was issued a notice to appear at the Immigration office to assist in the probe.
Later the same evening, at around 7:09 p.m., another operation was carried out in Ampang Baru, Kuala Lumpur. This time, three foreign nationals—two Pakistanis and one Myanmar citizen—were arrested, also following two weeks of intelligence gathering.
Dubbed the ‘Shaheed’ syndicate, the suspects were aged between 33 and 43. Preliminary checks showed that one Pakistani held a valid PLKS under the cleaning sector, another had overstayed, while the Myanmar national possessed a UNHCR card.
The team seized one Pakistani, one Vietnamese, one Myanmar, one Bangladeshi, and one Sri Lankan passport. Also confiscated were 24 suspected fake ‘Malaysia Pass (Malpass)’ stickers and five mobile phones. The syndicate allegedly offered illegal immigration services, including handling PLKS applications, targeting foreign workers in the Klang Valley. The fee charged ranged between RM80 and RM500 per service.
All individuals were transported to the Putrajaya Immigration Office for further action.
The Immigration Department of Malaysia reaffirmed its commitment to strengthening enforcement efforts in eradicating illegal activities that violate national laws, in line with the principles of Malaysia MADANI, which emphasize safety, prosperity, and social harmony.
