Leaders of Southeast Asia today signed the landmark Kuala Lumpur Declaration, setting a strategic path for the Association of Southeast Asian Nations (ASEAN) over the next 20 years.

The official signing took place at the Kuala Lumpur Convention Centre, witnessed by all ten ASEAN member states along with Timor-Leste as an observer. The declaration outlines a shared commitment to regional unity, resilience, inclusivity, and competitiveness amid shifting global dynamics.

Prime Minister of Malaysia, Datuk Seri Anwar Ibrahim, who chaired the 42nd ASEAN Summit, emphasized the significance of the agreement.

“The Kuala Lumpur Declaration is not just a diplomatic formality, but a roadmap for ASEAN 2045 — a vision for a peaceful, prosperous, and people-centered region,” he said in his keynote address.

The declaration outlines five strategic pillars:

  • Strengthening regional peace and maritime security cooperation
  • Driving digital transformation and green economic development
  • Promoting inclusive growth and youth entrepreneurship
  • Upholding multilateralism and open, rules-based trade
  • Enhancing climate resilience and disaster response mechanisms

The summit also saw renewed commitment toward deepening ASEAN economic integration, with a focus on implementing the ASEAN Digital Economy Framework Agreement and advancing the region’s Energy Transition Roadmap.

ASEAN Secretary-General Dr. Kao Kim Hourn hailed the declaration as a critical step forward.

“This document provides a clear strategic vision that will help ASEAN remain cohesive, proactive, and relevant in the years ahead,” he said.

As ASEAN looks toward its Vision 2045 — which coincides with centennial milestones for several member states — the Kuala Lumpur Declaration is expected to serve as a cornerstone for regional policy development and collaboration moving forward.

The declaration is seen as a symbol of ASEAN’s maturity and its readiness to face new global challenges while staying true to its founding principles of unity in diversity.
