Cybercrime, Living Costs, and Electricity Bill Reforms Among Key Issues in Parliament Today

KUALA LUMPUR, 23 July (Voice of Malaysia): Cybersecurity, rising living costs, and changes to Tenaga Nasional Berhad’s (TNB) electricity billing system are set to dominate discussions in the Dewan Rakyat today, as the Second Meeting of the Fourth Session of the 15th Parliament enters another critical day.

According to the official Order of Business published on the Parliament portal, Kampar MP Chong Zhemin (PH) will raise concerns about the growing threat of cybercrime. During the question-and-answer session, he is expected to ask the Home Minister for statistics on cybercrime cases reported throughout 2024 and the ministry’s efforts to strengthen digital security for Malaysians.

Meanwhile, Larut MP Datuk Seri Hamzah Zainudin (PN) will question the finance minister on the government’s long-term strategy to ease the public’s cost-of-living burden. This comes amid a backdrop of soaring national debt, which has reached RM1.5 trillion, and concerns over economic challenges following the World Bank’s recent projection that Malaysia’s GDP growth for 2025 could drop to 3.9%. The country also faces pressure from the imposition of reciprocal tariffs by the United States.

Another key issue expected to spark debate is the restructuring of domestic electricity tariffs. Kota Bharu MP Datuk Seri Takiyuddin Hassan (PN) will seek clarification from the Energy Transition and Water Transformation Minister regarding the abolition of the tiered pricing system in TNB’s domestic billing. He is also set to ask whether the new billing mechanism will uphold fairness, promote energy efficiency, and ensure that subsidies remain targeted toward the B40 and M40 income groups.

In a separate matter, Stampin MP Chong Chieng Jen (PH) is expected to raise a question with the Minister of Communications concerning accountability on social media platforms such as Facebook, Instagram, TikTok, and Xiaohongshu. He will ask whether these platforms bear any responsibility for the increasing number of scam and fraudulent investment advertisements published on their networks and whether victims have any form of recourse.

Following the Q&A session, Parliament is scheduled to proceed with the first readings of the Offenders Compulsory Attendance (Amendment) Bill 2025 and the Fisheries (Amendment) Bill 2025.

The current parliamentary meeting, which spans 24 days, is expected to include several major legislative developments, most notably the tabling of the 13th Malaysia Plan on July 31—a strategic roadmap for the nation’s medium-term development.
