Telegram and WeChat have already started the licencing procedure

Telegram and Tencent (WeChat), two administrators of online messaging applications, have initiated the licensing process necessary to operate in Malaysia.

The Malaysian Communications and Multimedia Commission (MCMC) predicts that both platforms will meet the required specifications soon.

“MCMC is pleased to inform you that Telegram and Tencent (WeChat) have initiated the licensing process necessary for their operations in Malaysia.”

Today, MCMC released a statement expressing its gratitude for Telegram and Tencent’s commitment to complying with the licensing requirements.

MCMC stated that the licensing requirements, which will be implemented on 1 January 2025, are intended to strengthen the regulation of Internet messaging and social media service providers, defend users, and improve online safety.

The framework urges service providers to protect users, especially minors and vulnerable groups, in order to create a secure and reliable online environment.

“Malaysians benefit from increased security, a better user experience, and stronger protection against harmful content,” said the representative.

Consequently, MCMC urges all service providers who satisfy the licensure requirements to submit their applications in a timely manner prior to the deadline of December 31.

“Regulatory action may be implemented as a consequence of neglecting to comply with this requirement, despite the desire of all parties to prevent it.”

“MCMC is also committed to providing the necessary support to all service providers to ensure that their application process runs smoothly,” said the executive.

Prior media reports indicated that all social media and Internet messaging services, which presently have a minimum of eight million registered users in the country, are required to submit an application for an Application Service Provision Class Licence in accordance with the Communications and Multimedia Act 1998 (Act 588).

The measure will be implemented on January 1, 2025, following the implementation of a new regulatory framework for social media and Internet communications services on August 1.

The enforcement aligns with the Cabinet’s determination that social media and Internet communications services in the country must comply with Malaysian law.
