KEDAH, 20 July : The National Anti-Drug Agency (AADK) today held its 2025 Open Day event at the Narcotics Addiction Rehabilitation Centre (PUSPEN) Serdang, Kedah, officiated by the agency’s Director-General, Dato’ Ruslin Jusoh.
The event aims to raise public awareness of AADK’s latest services, focusing on its three core pillars: prevention, treatment and rehabilitation, and enforcement. The program also seeks to enhance cooperation among government agencies, private sector partners, NGOs, and the local community in addressing drug abuse issues, aligned with this year’s theme, “Insan Madani: Catalyst for Recovery.”
The Open Day provided the public a firsthand look at AADK’s recovery strategies through its i-PULIH Model, a rehabilitative approach designed to help clients return to productive lives. The program emphasizes psychological support, education, and skills training—offering clients a second chance at life rather than punishment.
In addition, the event showcased the i-CEGAH Model, AADK’s prevention strategy based on four pillars: general prevention, focused prevention, early intervention, and data-driven monitoring and evaluation. These efforts are supported by education campaigns, community-based interventions, and holistic social support systems.
AADK also introduced its i-PRIHATIN enforcement model, which includes integrated operations, urine screenings, and intelligence-based investigations. This model emphasizes compassionate, law-abiding, and professional enforcement in collaboration with other security agencies, particularly in high-risk areas.
In 2024, AADK recorded:

568 voluntary clients undergoing in-institution treatment

948 voluntary clients receiving community-based rehabilitation

5,161 clients undergoing mandatory treatment at PUSPEN

52,070 clients in mandatory community rehabilitation
PUSPEN continues to serve as a therapeutic and conducive space for holistic recovery, emphasizing rehabilitation rather than punishment. Clients benefit from treatment programs, psychological counselling, skills training, and social support to help reintegrate them as productive members of society.
During the event, AADK also officially launched the enhanced i-PULIH Model, tailored to the evolving needs of today’s clients and updated based on current drug abuse trends. The updated model includes:
