PUTRAJAYA: Foreign worker employment applications are now fully carried out online through the Foreign Worker Centralised Management System (FWCMS), thus replacing the manual or walk‑in application method effective today.
The Ministry of Human Resources (Kesuma) informed that this approach aims to reduce the need for employers to repeatedly attend government offices, reduce waiting time and make the entire process more organised, compliant with governance and convenient.
However, Kesuma informed that the digitalisation of the process does not mean that the conditions for employing foreign workers have been relaxed.
“All applications are still subject to scrutiny, laws, eligibility conditions, foreign worker employment policies, as well as reviews by the relevant Regulatory Agencies (AKS),” according to the statement.
Kesuma informed that the application process begins from the employer obtaining initial approval to employ foreign workers under Section 60K of the Employment Act 1955, up to obtaining the Conditional Approval Letter (SKB), which can be obtained within 14 days, subject to complete applications and compliance with the prescribed terms and criteria.

Meanwhile, Kesuma informed that the facilitation approach for employer applications through the phased implementation of quota distribution was taken to implement the opening of a quota for the employment of 15,000 foreign workers for the restaurant industry, as announced by Prime Minister Anwar Ibrahim on July 24.
“In this regard, 5,000 foreign worker quotas involving 1,033 employers who have undergone interviews on a case‑by‑case basis are currently being processed for approval,” according to the statement.
Kesuma advises employers who have undergone interviews or wish to submit new applications to complete their applications through FWCMS.
The ministry also informed that the proposal to establish a Foreign Worker Transit Centre to address congestion at the Kuala Lumpur International Airport is being refined and will be initiated through the implementation of a pilot project later.
