EAIC Confirms ‘Flying Passport’ Misconduct at KLIA, Calls for Disciplinary Action Against Immigration Officer

PUTRAJAYA, Jan 19 : The Enforcement Agency Integrity Commission (EAIC) has confirmed that an immigration officer was involved in a “flying passport” incident at Kuala Lumpur International Airport (KLIA) Terminal 1, involving the unlawful processing of a passenger’s entry into Malaysia without the passport holder being physically present.

In a statement issued today, the EAIC said its investigation found that the incident occurred on June 2 last year. The officer concerned had keyed in a passenger’s entry details, including passport information, into the Malaysian Immigration Integrated Management System (MyIMMs) despite the passenger not appearing at the immigration counter.

According to the commission, the officer’s actions were in clear violation of the Quality Management System guidelines of the Immigration Department of Malaysia (JIM). The conduct also breached guideline PK(0)IM.H.03-02 issued by the Director-General of Immigration.

“The act constitutes misconduct under paragraph 24(1)(f) of the Enforcement Agency Integrity Commission Act 2009 (Act 700),” the statement said.

Following its findings, the EAIC has referred the case to the Immigration Department’s Disciplinary Authority and recommended that disciplinary action be taken against the officer. The commission proposed action under paragraph 4(2)(f) of the Public Officers (Conduct and Discipline) Regulations 1993 for dishonest and untrustworthy conduct.

In addition, the EAIC recommended that the officer also be charged under paragraph 4(2)(g) of the same regulations for irresponsible behaviour.

The commission stressed that strict adherence to immigration procedures is essential to safeguard national security and maintain public confidence in border control operations.
