JPJ Cracks Down on Illegal Taxi Touting at KLIA through “OPS ULAT”,

Kuala Lumpur, June 2025— The Road Transport Department (JPJ) Malaysia, through its Selangor state division, has intensified efforts to clamp down on illegal car rental services operating at Kuala Lumpur International Airport (KLIA) and KLIA2. This initiative, known as OPS ULAT, targets individuals known as “ulat” (touts) who offer unlicensed transport services to arriving passengers.

These touts often approach travelers at the arrival halls of Terminal 1 and Terminal 2, charging exorbitant rates ranging from RM80 to RM150 for rides to Kuala Lumpur and nearby areas. In comparison, authorized taxis or limousines charge only RM65 to RM80 for the same routes.

In response, JPJ has deployed 14 enforcement officers at the KLIA Enforcement Station (SPK), including undercover agents, to curb this illegal activity. Since the beginning of the year, 80 arrests have been made. 69 arrests involved the use of private vehicles, 10 involved public service vehicles, and one arrest occurred without any vehicle in March.

JPJ Selangor successfully forfeited one of the vehicles used in the touting operation to the Government of Malaysia under Section 227 of the Land Public Transport Act 2010 (APAD). The offender was also prosecuted under Section 205 of the same act and fined RM5,000.

JPJ emphasized that these illegal profiteering activities not only tarnish the country’s image but also pose risks to the public and undermine the public transportation and tourism sectors.

Individuals found guilty of touting under Section 205(1) of the Land Public Transport Act 2010 (APAD) may face a fine of up to RM50,000, imprisonment for up to five years, or both. Those found to be abetting such activities can also be prosecuted under Section 243(1), while vehicles involved may be seized and forfeited under Section 227.

JPJ has reaffirmed its commitment to take firm action to eliminate this negative practice and safeguard the interests of legitimate transportation operators and passengers alike.
