Thailand and Cambodia Set for Ceasefire Talks Amid ASEAN-Led Diplomatic Push
Kuala Lumpur: Thailand and Cambodia are preparing to hold ceasefire negotiations on December 24 as tensions persist along their shared border, with ASEAN reaffirming its central role in facilitating dialogue and regional stability.
The talks, expected to take place at the border area in Thailand’s Tantaburi province, will be held under the framework of the Joint Boundary Committee (JBC). Both sides have stressed the importance of a detailed, enforceable ceasefire agreement rather than a hastily arranged deal.
ASEAN foreign ministers convened a special meeting earlier this week to address the situation, underscoring the bloc’s long-standing principle of resolving regional disputes through internal mechanisms. The meeting expressed appreciation to the ASEAN Chair for coordinating the initiative, highlighting ASEAN’s continued relevance in managing intra-regional conflicts.
Key Issues: Landmines, Borders, and Security Threats
Among the most pressing concerns discussed were newly planted landmines along contested border areas, border demarcation disputes, and the presence of transnational scam centers operating near frontier zones. ASEAN observers reportedly confirmed recent landmine placements, a development that constitutes a violation of the Ottawa Convention banning anti-personnel mines.
Thailand emphasized its commitment to peaceful coexistence with neighboring countries, particularly Cambodia, recalling Bangkok’s support for Cambodia’s post-civil war peacebuilding and reconstruction efforts.
Proposed ceasefire provisions are expected to include troop withdrawals, coordinated demining operations, joint efforts against online scam networks, and mechanisms to prevent border encroachment.
Military Operations and Scam Centers
Thai officials clarified that recent military actions were aimed strictly at military objectives and not at scam or human trafficking centers. However, some scam facilities were incidentally affected after being identified as operating under military control structures.
Authorities stressed that combating scam operations remains a regional priority and is being addressed through ASEAN and international cooperation frameworks, including commitments under the Kuala Lumpur Declaration. A recent international meeting in Bangkok focused on strengthening global partnerships against online fraud and cyber-enabled crimes.
The Thai government also rejected suggestions that military operations were driven by domestic political considerations, stating that actions were taken solely to defend national sovereignty.
Bilateral Focus with International Support
While international actors such as the United States, China, and Malaysia have been acknowledged for their interest and support, Thailand reiterated that the resolution of the dispute must remain primarily bilateral. China has been identified as a key partner in supporting dialogue, but officials emphasized that ASEAN and direct Thailand–Cambodia engagement remain central to the process.
Diplomatic sources noted that a previous ceasefire arrangement was rushed to coincide with an ASEAN summit and a visit by then-U.S. President Donald Trump, contributing to its eventual breakdown. Learning from that experience, negotiators are now prioritizing substance over speed.
As the December 24 talks approach, regional observers remain cautiously optimistic that sustained dialogue and ASEAN-led diplomacy can prevent further escalation and lay the groundwork for a durable peace along the Thailand–Cambodia border.
