Defence Procurement Must Be Transparent and Based on Real Needs: Anwar

Sandakan, Sept 27 (VoM):Prime Minister Datuk Seri Anwar Ibrahim has emphasized that national defense procurement must be guided by actual requirements, professional expertise, and transparency to avoid repeating past mismanagement.

Speaking at the Wira Samudera breakfast event at the Royal Malaysian Navy’s Region 2 base, Anwar said the sequence of priorities in procurement should be determined by the Malaysian Armed Forces (ATM) and not influenced by external agents, companies, or political interests.

“This procurement system must be corrected. I am not the one deciding what should be bought; that is ATM’s expertise. Procurement priorities must be based on real needs and expertise, not dictated by agents, external companies, or politicians,” he said.

The Prime Minister, who also serves as Finance Minister, pointed out that flawed approaches in the past had caused naval procurement scandals and delays in major projects.

He underscored that this year’s allocation for the Defence Ministry is the highest ever and therefore must be managed transparently, prudently, and with full accountability. “This is taxpayers’ money, and everyone is responsible for ensuring it is used properly,” he stressed.

Also present at the event were Sabah Chief Minister Datuk Seri Hajiji Noor, Chief of Defence Force Tan Sri Mohd Nizam Jaffar, and Deputy Chief of the Royal Malaysian Navy, Vice Admiral Datuk Shamsuddin Ludin.

Anwar reiterated that misappropriation of funds must end, and financial discipline must be a priority. “In matters of national security, there can be no compromise. Defense assets must always be maintained at optimum readiness,” he said.

Highlighting the importance of preparedness, Anwar said Malaysia’s armed forces must be equipped with modern ships and aircraft, not for war, but for safeguarding national security and contributing to peacekeeping efforts. He cited the military’s role during the Thailand-Cambodia border tensions as an example of Malaysia’s strategic capabilities.

The prime minister also reaffirmed the government’s commitment to uplifting the defense sector, including improving the welfare of personnel. He noted that since the Madani government took office, civil servants have received long-overdue salary adjustments, with implementing group staff enjoying raises of up to 15 percent.
