KUALA LUMPUR, July 10 (Voice of Malaysia): Malaysia and the United States have taken a significant step forward in their bilateral relations with the signing of a Memorandum of Understanding (MoU) on Strategic Civil Nuclear Cooperation, marking a major milestone in advancing clean energy goals and strengthening the Malaysia–US Comprehensive Partnership.
The MoU was signed during the visit of US Secretary of State Marco Rubio to Kuala Lumpur—his first official stop in the region since assuming office. The agreement highlights the growing strategic alignment between both countries, particularly in the area of sustainable energy.
Welcoming Secretary Rubio, Malaysia’s Foreign Minister Dato’ Seri Utama Haji Mohamad Hasan said the MoU reflects both nations’ shared commitment to long-term energy security, economic development, and responsible use of nuclear technology.
“Today marks a significant milestone,” said Mohamad. “This MoU represents a crucial step in our shared journey to further strengthen the Malaysia–United States Comprehensive Partnership.”
He stressed that nuclear energy will play a strategic role in Malaysia’s future, as the nation seeks to diversify its energy sources, reduce emissions, and enhance national capabilities in the peaceful use of nuclear technologies.
In a major development, Minister Mohamad also announced Malaysia’s readiness to commence negotiations on a 123 Agreement with the United States. This agreement would provide the legal framework for the transfer of nuclear materials, technology, and equipment for peaceful purposes.
“In the spirit of close bilateral relations between Malaysia and the United States, and in your distinguished presence, Mr. Secretary, I am pleased to inform you of Malaysia’s readiness to commence negotiations on the 123 Agreement,” he stated.
In a separate announcement, Mohamad reiterated Malaysia’s strong commitment to maritime governance and environmental protection. He emphasized that Malaysia, as a responsible coastal state, is actively formulating new regulations to tighten enforcement against illegal ship-to-ship (STS) transfers within its territorial waters.
“These changes are expected to take effect by the end of this month,” he said, underlining Malaysia’s intent to strengthen maritime security and uphold international standards in its exclusive economic zone.
Secretary Rubio’s visit to Kuala Lumpur, held in conjunction with the 58th ASEAN Foreign Ministers’ Meeting (AMM) and related events, is seen as a reaffirmation of Washington’s commitment to deepening ties with Southeast Asia and supporting regional partners in addressing shared challenges.
The signing of the nuclear cooperation MoU and Malaysia’s readiness to move toward a 123 Agreement signal a new chapter in US-Malaysia strategic collaboration, particularly in clean energy, non-proliferation, and regional stability.
