Malaysia Refers Freedom of Information Bill 2026 to Parliamentary Select Committee for Further Scrutiny

KUALA LUMPUR: The Malaysian government has announced that the Freedom of Information (FOI) Bill 2026 will be referred to a Parliamentary Special Select Committee (PSSC) for detailed examination, reaffirming its commitment to institutional reform, transparency, accountability, and good governance.

The announcement was made by Minister in the Prime Minister’s Department (Law and Institutional Reform), Azalina Othman Said, following the first reading of the bill in the Dewan Rakyat on Monday.

According to the minister, the proposed legislation represents a significant milestone in the MADANI Government’s institutional reform agenda by providing a legal framework to improve public access to official government information in an orderly and transparent manner.

The government acknowledged the views and recommendations submitted by civil society organisations (CSOs) and other stakeholders regarding several provisions of the bill. These contributions, the minister said, reflect a shared commitment to ensuring that the legislation fulfils its intended reform objectives while aligning with international best practices.

To facilitate broader consultation, the government will table a motion to refer the Freedom of Information Bill 2026 to a Parliamentary Special Select Committee established under Standing Order 81(1) of the Dewan Rakyat Standing Orders. The motion is expected to be presented on Tuesday, July 14, 2026.

The committee will conduct a comprehensive clause-by-clause review of the bill through engagements involving Members of Parliament from both the government and opposition, as well as representatives from relevant stakeholder groups.

Azalina said the approach reflects the MADANI government’s commitment to implementing major and complex institutional reforms through inclusive parliamentary processes rather than simply passing legislation without extensive scrutiny.

She emphasised that the objective is to develop a comprehensive, balanced and credible legal framework that strengthens public confidence and remains effective for future generations.

The government reiterated that meaningful institutional reform must not only introduce new laws but also establish sustainable governance structures that enhance transparency, reinforce public trust and serve the long-term interests of the Malaysian people and the nation.
