13MP Implementation Monitoring to Be Strengthened Through MyRMK System, Says Economy Ministry

KUALA LUMPUR: The Economy Ministry has announced that the monitoring mechanism for the 13th Malaysia Plan (13MP) will be significantly enhanced to promote transparency, systematic coordination, and effective implementation involving all levels of government, private sector players, and civil society organizations.

According to the official 13MP document released on Thursday, the enhanced mechanism includes the development of a Policy Implementation Plan (PPD) and a dedicated monitoring platform known as MyRMK, designed to streamline planning, tracking, and reporting across the board.

“This system enables a structured workflow that aligns planning activities, tracks implementation progress, and facilitates the generation of monitoring reports,” the ministry stated.

MyRMK will serve as a centralized platform for all stakeholders, including ministries, departments, agencies, state governments, and local authorities, to submit quarterly progress reports, depending on their assigned roles as lead or implementing bodies.

The document further highlights the establishment of a comprehensive governance framework for 13MP monitoring, leveraging existing committee structures to maximize resource use, eliminate redundancy, and improve overall efficiency.

Monitoring will be conducted at various levels. At the technical level, the Technical Working Group (TWG) and the Inter-Agency Planning Group (IAPG) will be key in planning and coordination. The TWG will be responsible for formulating detailed implementation strategies in priority areas and monitoring agency performance via the MyRMK system before quarterly reviews with IAPG.

The IAPG will then finalize PPD components by development pillars, define specific output targets and timelines, and coordinate multi-ministerial strategies. It will submit quarterly updates to the National Development Planning Committee (JPPN).

JPPN will evaluate these reports and recommend necessary interventions to the National Economic Action Council (MTEN), which holds the final decision-making authority on policy adjustments.

In addition, the Cabinet will receive an annual 13MP implementation report, which will include progress updates, outcome assessments, key challenges, and proposed policy solutions.

The Economy Ministry emphasized that this multi-tiered monitoring structure will not only enhance the overall execution of national development plans but also foster transparency and accountability in delivering the goals of the 13MP.
