Dewan Rakyat Approves 13th Malaysia Plan, RM611bil Allocated for 2026–2030

KUALA LUMPUR: The Dewan Rakyat on Thursday approved the 13th Malaysia Plan (13MP), endorsing a RM611 billion investment framework to drive national development from 2026 to 2030.

Passed by a majority voice vote, the plan allocates RM430 billion for government development expenditure and is anchored on sustainable growth and value creation under the theme “Redrawing Development.”

Prime Minister Datuk Seri Anwar Ibrahim tabled the plan on July 31, with debates spanning eight days from Aug 4 to 14. A total of 153 Members of Parliament took part in discussions, which highlighted key issues such as strengthening public transport, improving education, and boosting welfare for healthcare workers.

The 13MP also outlines a major digital transformation push, including the launch of MyDigital ID, training civil servants in digital and artificial intelligence skills, and ensuring 95% of federal services go fully online by 2030. Malaysia is also targeting a top-20 ranking in the United Nations Online Service Index.

On the sustainability front, the plan emphasizes green energy and climate action. Initiatives include pilot carbon capture projects in the iron and steel sector, expansion of renewable energy sources such as floating solar and green hydrogen, and measures to strengthen Malaysia’s green economy credentials.
